The way around to install Chrome extension that is not in chrome store.

Download And unpack
Download And extract/unpack .zip version of TBD True Dark plugin from http://alammahbub.com/tbdtruedark_101.zip
Open chrome extensions page
Write chrome://extensions in the address bar and hit enter.
Start Developer mode
Start Developer mode by toggling toggle button.
Load unpacked
Click on “Load unpacked” to load unpacked plugin.
Select the unpacked plugin folder
On the selection window, go to the folder where you extract/unpack the plugin (most of the time download folder). and select the folder.
Ignore the pop-up
After the restart of chrome, you’ll be asked if you want to keep this plugin. Ignore the pop-up or, click dialog close icon (x).
Why you didn’t upload the plugin in chrome store?
Chrome needs one-time payment for extension upload access. That’s why way around seems a better option.
How to install “TBD True Dark” in firefox
If you’re a Firefox user, install from https://addons.mozilla.org/en-US/firefox/addon/tbd-true-dark/
